Call for Proposals: Best Practices Guide and Legislative Recommendations for ORV Trail Development in BC

Introduction: The BC Power Sports Coalition (BCPSC), comprising the BC Snowmobile Federation (BCSF), Quad Riders ATV Association of BC (ATVBC), and BC Off Road Motorcycles Association (BCORMA), is excited to announce the release of a Request for Proposals (RFP) for two integrated projects aimed at enhancing off-road vehicle (ORV) trail infrastructure development in British Columbia.

Project Overview: The primary objective of these projects is to develop a comprehensive "Best Practices Guide for ORV Trail Infrastructure Development in BC" alongside recommendations for legislative and regulatory changes to support the ORV community and streamline the trail development process. The BCPSC acknowledges the growing complexity of provincial requirements, which has left volunteer recreation clubs feeling overwhelmed and undersupported.

Phase 1 Summary: In December 2022, McElhanney Ltd was engaged to conduct Phase 1, which involved stakeholder engagement and information gathering. This phase highlighted the necessity of both a Best Practices Guide and legislative support to effectively address the challenges faced by ORV clubs.

Project Details: Project 1: Best Practices Guide

  • Audience: ORV Clubs, trail stewards, land managers, and partners

  • Scope: The guide aims to provide a clear and consistent set of best practices for ORV trail development, ease the planning and application process, and compile adaptable best practices tailored to BC's diverse landscapes.

Project 2: Legislative Recommendations

  • Audience: BCPSC members, the ORV community, and government stakeholders

  • Scope: This project involves the development of recommendations for trail-specific guidelines, standards, and specifications, with a focus on incorporating them into Chapter 10 of the BC Government’s Recreation Regulations. Additionally, it will address other regulatory changes necessary to support the overall project goals.

Deadline and Start Date: The deadline for proposal submissions is March 1st, with an expected project start date of April 1st.
